Well it would depend on which pokemon version u have but since i have pokemon emerald i would say Kyogre,Groudon,and Rayquaza are the best on my game :P but for like diamond and pearl i guess all the legendary's and piplup and raichu if u like him(I DONT)

the best pokemon is ehtheir heatran or dialga. dialga has roar of time but it isnt realy accurate. hetran can learn moves 4 100+ at a time

Which poke mon is better i think it is spiritomb because its a dark ghost type so no moves are super effective
