Both are really strong, badass fighters who just couldn't have enough of a good fight (poor Goku and Ichigo teehee~!). But I had the nagging feeling that the winner will be Zaraki, if these two were to pit against each other.
Yes, Vegeta is indeed full of strength and power, and not to mention he can keep levelling up to Super Saiyan 4. But you have to admit, so is Zaraki - he actually has much hidden and untapped potential inside himself. This is evident during his battle with Nnoitra. The main reason why he didn't seem to be able to exert much during the earlier stages of the battle is because he's terribly wild and hot-headed - he couldn't keep his head down (overly excited to fight, I assume) and assess the battle. But what he CAN do is to quietly observe the opponent's ups and downs (this he does well by fighting the opponent first) and when he decides that it's time, uses a few hidden tricks up his sleeve to finish the opponent off (during the battle with Nnoitra, he seems reluctant and only uses the technique Old Man Yama taught him because he feels he's forced to, so I guess he actually doesn't like that sort of swift swordfighting). The man's a maniac, but if he keeps his thinking straight and focuses on his moves, he can finish the battle in no time at all. But you know Zaraki right? He hates it when it's all over too fast XD.
Vegeta, I'm sorry to say, has this downside: the Saiyan pride. This strong emotion is both a boon and bane to him - it drives him to fight, but if he's careless, it can hinder him as well (remember the Majin Buu saga? How he lets himself be easily possessed?).
Long and short, Zaraki will win.
