Bad idea. There are tons of ice cream places in Hong Kong already. (You must not have been looking in the right place)

I agree with the trendy gelato idea. There are a lot of places for ice-cream in Hong Kong and plus, people can buy ice-cream from street vendors (ice-cream carts) and convenience store. So, if you want to make money, you will need to setup a place where it's "hip" and "trendy". This way you'll be pulling in the younger crowd, those who has the money to spend on the "experience".

Chinese culture traditionally regards the consumption of milk and dairy products with disgust. Only recently has globalization brought products like ice cream into favor in China. If you have respect for their traditions, you won't open up there. You're better off opening a trendy Gelato joint in the city and setting rediculous prices-- that will have people lining up outside your door. Just look at PinkBerry.

Hong Kong consumers are dipping, licking and spooning more U.S. ice cream than ever before. For the fifth year in a row, the United States topped the list of suppliers of ice cream to Hong Kong in 1990, shipping US$2.5 million worth. U.S. ice cream now accounts for 34 percent of the market in terms of value and 17 percent in terms of volume.

It isn't that hard. There are many ice cream places from Italian Ice Cream to Baskin Robbins in Hong Kong. There are many restuarants that serve ice cream dishes. There is a real good ice cream dish called the green ghost at an Irish pub/restaurant on Kowloon side. Your idea of an ice cream place might work but like any business location is key. You don't want to swamp yourself with other places that have ice cream on their menu but don't want to travel away from the food areas because even though most people walk in Hong Kong they still don't want to walk far for some ice cream.
