Presentation of question is dodgy.

Do you mean :-

(i) [ 3² / 7 ] ^4 ????

OR

(ii) [ 3^(2/7) ] ^4 ????

(i) 3^8 / 7^4

(ii) 3^(8/7)

This is how you deal with this stuff
first start with the powers ^
then it's divisions and multiplications / *
then it's summations and substractions + -
if something is in parentheses solve that first
so your question goes like this :
we start with the parentheses (3^2/7)
3^2=9
9/7=....
(3^2/7)^4 = (9/7)^4=9^4/7^4

= 3^(2/7 * 4)
= 3^(8/7)
