The two rays are parallel is a result of simple geometry.
Since angle x and angle y are equal (because they are alternate angles),
the light ray therefore emerges from the block with angle z equals 60 degrees. The reason being that the refractive index from glass to air is just the reciprocal of that from air to glass.
