No. The first digit behind the decimal of the second number(.4) is larger than the first digit behind the decimal of the first number(.16).
Here's a prove. If we multiply both numbers by a different number, we should get the same numbers ( in a ratio) right? So, .16 x 10 = 16
.4 x 10 = 40. 40 is larger, .4 is bigger.

Think of it this way. 0.16 is 16 out of 100 and 0.4 is 40 out of 100. 40 is more than 16. Therefore 0.4 is more than 0.16.

(0.04 would be less than 0.16 since it is only 4 out of 100).

.16 is less than .4 because .4 is really .40 which is 40% right? And .16 is really 16%. So then, if that makes it easier to compare percentages, you have 16% and 40% and then, obviously, 40% is larger. Hope this helped!

.4 = .40

Now you can compare digits in their place and stop comparing when you find one digit bigger than the other.

So right away, in the first digit when the decimal point is lined up, 4 is bigger than one. So .4 is bigger than .16.

If you used a number line, you would see that .4 is very close to .5, and .16 is close to 0. Also, .4 is to the right of .16, so .4 is bigger.
