Both.

4kids no long has Pokemon. In 2005 the licensing for Pokemon was transferred to Pokémon USA Inc., which works directly overseas with the japanese producers.

Cartoon Network does show the episodes. They did both under 4kids and Pokémon USA Inc. because those companies are just the producers, not the distributors of where it airs in the US. It doesn't matter who had the rights to Pokemon at whatever time, Cartoon Network aired it. As did the WB and Fox at one point.

Sadly true because 4Kids lost the broadcasting rights after CN bought them from the WB.
