To improve your English, it's very important to have a lot of practice, and to keep yourself motivated.
It's easy to forget new vocabularies if you don't use them often. However, to start with, I'd suggest you to write down any new vocab that you come across with in your daily life, so have a note book handy. Look up the meanings of those vocabs from the dictionary, make sure you read their sample sentences to understand how they should/ can be used, then make up your own sentences. To help memorise the them, try to refer the vocabs with something that interests you (eg, spectacular - the view from the Peak is spectacular.). Try to use those vocabs whenever you get a chance.
Other ways to improve your English includes:
- Watch English channels and movies with English subtitle.
- Listen to English radio and songs, and try to write down the lyrics (as if it's a dictation)
- Read anything English (can start with childrens books)
- Speak to your friends in English, if it's not possible, even speak to yourself will help
I wouldn't suggest you to practice your writing in chatrooms as people there don't write proper English nowadays (eg: c u). Try to write your diary in English and get your teacher to check it.

Some mistakes I made above:
1) "To help memorise the them" should be "To help memorise them"
2) "Other ways to improve your English includes" should be "Other ways to improve your English include"
