It is because an excessive amount of goods cause the total mass of the bicycle very high.Hence,the momentum of the cyclist with bicycle will be very high.When there are collision,it will be much harmful since F=(mv-mu)/t.
Moreover,the bicycle will diffcultly to decelerate without high braking force since the mass is very high.
