Looks same as the Machiavellian concept of "End justifies the means",

It means it doesn't matter how you do things, as long as the final result is the same, it's all good.

it means it doesnt matter what color someone is, as long as they do good things they are good.

It means if you want to catch mice, you should focus on the cat's hunting prowess rather than his fur color.

i come from China ,i think in different atmospheres this sentence has different mean .in general ,it means whatever you are,you done a good job(catch rat), you are the best . :)
