Volunteer at your local language exchange center. That's where most foreign exchange students go to learn English with native English speakers. Most of them are set up so that the first part of the session you teach them English (or speak English with them) and the second part they teach you their language.

Get a big thick novel with a lot of conversation, and a dictionary.
Going to chat rooms in that language and read everything even though you don't understand, but try to make out what is being said. This is to get a grip of the language. Also get a notebook and write every word you learned and practice it, so you can build a huge vocabulary.
