Multiply 15 by 4.

A percentage is based on 100% being "all," and 25 is 1/4 of 100, so you would multiply 15 by 4 to see how much of a percent (out of 100) it is... since 25 is actually the "100%."

You would change 25 to 100, for "100%," and that is done by multiplying it by 4, so you also multiply the portion, 15, by 4, and voila! You have "60%."

Isn't that odd? I'm no mathematician, so I'm not sure why they established 100 as representing "all" of something, but they did, so base your equation off of that.

You could do this either of two ways:

1. Divide 15 by 25, and get 0.6. Add a zero to the end, so that you have 2 decimal places, and you get 60%.

2. Simplify the fraction (by dividing the numerator - top number and the denominator - lower number by the same number, in this case, 5, and you get 3/5. Now multiply both the top and bottom numbers by 20 - so that the percent will be over 100, and you get 60/100. So the answer is 60%.
