It's Chinese.
尊重 = respect, honor (ie. respect parents and elders)
乾盛 = prosperous (historically, it was used during the Ching Dynasty, the Emperor 乾隆, it's used to describe how when he was in throne, China was prosperous)

I think it's Chinese. In Japanese, we do not put kanji in that sequence.

All these are fake. No mean at all, btw these are not Japanese but Chinese.

There are proverbs in Japan that comprises of 4 kanji called 四文熟語 which originated in China. But as the one in the tattoo doesn't seem to feature in the known list of 四文熟語 in Japan, I would say it is entirely Chinese.
