I believe you've also posted this question in another category. Here's my answer again,

It's Chinese.
尊重 = respect, honor (ie. respect parents and elders)
乾盛 = prosperous (historically, it was used during the Ching Dynasty, the Emperor 乾隆, it's used to describe how when he was in throne, China was prosperous)
