The most proper way to resize partition in Windows is copy the data to another drive, than delete the drive you want to change size, then create the partition at the size you want, then copy all the data back. In Windows, to create and delete partitions is in Computer Management >>> Disk Management.

This is not too friendly. That's why there is a software called "Partition Magicc" to resize partition without delete the partition. This is very useful if you really need to resize the partition but cannot delete the partition.
