"Who" is Tommy Lee?
If the question contains only a person's name, then it's always "Who".

If the question is about Tommy's occupation, it would be "What is Tommy's job?" or "What does Tommy do?"

I think both "who" and "what" are correct here.

If you use "Who is Tommy Lee?"
A don't know who Tommy Lee is and is asking B who he is.
So B explains by telling A that Tommy Lee is the farmer of Sunny Farm.

If you use "What is Tommy Lee?"
A knows who Tommy is but A does not know Tommy's job.
So B tells A Tommy is a farmer of Sunny Farm.

Overall, "Who" should be more appropriate because B is obviously not only
telling A the nature of Tommy's job but also the name of his company which
uniquely identifies Tommy. So, B is more likely explaining who Tommy is to
A. If A asks "What is Tommy Lee", B would probably answer "He is a farmer."
