Sometimes when I press the power button?

the power light glows but i do not hear the whirling sound of the hard drive and the computer doesn't start. When I turn it off by pressing the power button for about 4 second and then press the power button again, the computer starts up normally.

What is the possible cause?

My computer is a desk top, it and the monitor is connected to a APC ups, the monitor behave normally.

It's possible that you have a faulty power supply. Does your monitor show anything when the lights glow?
Take the case off your computer, clean inside if dusty, look for any loose connections.

For Windows, a reliable & fast start-up often depends on
how the system is put away.
Turning a Windows system "OFF" (from the 'Start' button) is not the best way to put your system away for the night (or extended periods) and forcing a shutdown with the power button is NEVER a good option; only a last resort.
It prevents Windows from 'housekeeping' system files to get ready for the next start-up, and may, over time, cause file corruption & slow down (or break) Windows.

A much better method is 'Hibernation'.
Shutdowns using the 'hibernate' method gives several benefits: It's a near zero power state; all 'startup' folder items are already loaded, Windows background services are already running, and all open work moves to the hard drive, giving really fast start-ups.
And if power is lost (storms, etc.) the document or picture you were working on won't be lost like it would be in 'Standby' mode, and the system will resume just where you left it.

Go to Start> Control Panel> Power Options> Hibernate: here check the box.
To show this option when turning unit off; Start> Turn Off Computer> HOLD down 'Shift' key & 'Standby' becomes "Hibernate': then check.
(Some systems have a 'crescent moon' key to go right to hibernate)
To start up, push the power button, and Windows will resume, bada bing.

I think i can answer your question:

I assume that your computer Central Chip Board ( Called Motherboard) which has connection to the power to HDD ( Hard drive). Could be probably loose or some sort of resistance which is being invoked as a result this is happening.

Suggestion:

1: Clean your computer ( CPU box) Internal components ( With the help of Computer Technician

2:Check the power cable connection HDD to SMPS

3: Replace if found faulty

This happens usually during the rainy or winder season.

I had this same issue, and it turned out to be some settings in the bios. Also it might be your psu, it might be dying slowly.
