4^ (7-3x) = 1/16
4^ -2 = 1/16
7-3x = -2
-3x = -9

x=3

4^(7 - 3x) = 1/16
4^(7 - 3x) = 1/4^2
4^(7 - 3x) = 4^(-2)
7 - 3x = -2
-3x = -2 - 7
-3x = -9
x = -9/-3
x = 3

Why 4 ^ (-2) = 1/16
4 ^ 2 = 16
The negative sign in the exponent makes 16 a denominator for 1/y
1/(4 ^ 2) = 1/16

So to solve for x
7-3x= -2
-3x=-9
x=3

Checking the answer
7-3(3) = -2
4 ^ (-2) = 1/16

4^(7-3x)=4^-2
7-3x=-2
-3x=-9

you have to get rid of the fraction and that is where the -2 comes from. After that you just use the exponents and solve. Hope this helps.
