Testing IELTS for applying Ontario Universities

I did my first IELTS test on NOV this year.
But my result wasn't good. The overall is 6 only.
I am preparing to retake again.
I'm worried about my reading part.
Since my result was kind of speical,

Listening 6
Reading 4.5
Writing 5.5
Speaking 7

Actually, I am studying high school Grade 12 in Canada Toronto right now.
I am going to apply universities soon, and I am not sure can I get 7 for next time! I want to go U of T Mississauga for Business Management, U of Waterloo for Arts and Business Co-op programs. Both of them need more 6.5 even 7.5 for waterloo. How should I do to improve my IELTS skills and achieve my goal?

What about asking your teacher in high school for some help? They must have resources for English as a Second Language students!

Canada has pretty good welfare for its citizens, maybe you can get some English courses for a low price if you ask that way? (not sure)

Also you may try to read more. IELTS Reading requires you to read a passage and get an overall idea, sometimes interpret some words, etc. It's not very hard if you train by reading a lot of these passages.
Again, try to see if there are any IELTS training courses in Toronto. There must be plenty!
