Cargo means Import & Export of products or goods.

For example, Car in Hong Kong & Japan, The products or goods inside the Containers or Cargos is Car from Japan.

When Hong Kong people do not have money, they will buy less car. Therefore, the import of Japanese car will be decreased.
On the other hand, since the demand is lower, they will export less car.
That means, the no. of cargo decrease that the business is not good. The no. of cargo is positive related to the business of the economy.
