I want to buy a cheap laptop. Do you think buying Acer Aspire AS5315-2326 in CompUSA at $399 is a good idea?

I'm afraid that can depend a lot if that's the kind of laptop you want or not.
I'm not definitely an Acer fan in most cases.
My personal recommendation is hp, COMPAQ or per'haps even SONY VAIO.
You can find a nice laptop SONY VAIO, with good features by a good price.
