I think photoshop is better, there are a lot of versions for you to do what you like, generally, people will choose CS4(the latest), you can't download it for free, but you can have a month free trial. But it is quite expensive $800 - 1000 for photoshop.

I think photoimpact is not so good, but it is cheaper than photoshop.
