The cells (+ - , + -) voltages add up to twice of a single cell ( - + ). This cell ( - + ) cancel out the voltage of one cell out of (+ - , + -) cells. Finally only one cell provide the voltage for the torch and it will light up.

Calculation is like this, let emf (voltage) of each cell is 1.5V
If the cells are arranged like (- + , + - , + -), final voltage is ( -1.5V+1.5V+1.5V) = 1.5V

So you have 1.5V left to drive your torch.
