It is because THE HOT WATER "CANNOT " pour itself into those two cups. You have to use " passive voice".
*****Someone pours the hot water into the two cups.
Your sentence should then be :
100 cubic centimeters of hot water (is poured) into each of the two cups.
Note:
1) two cupS <--------------
2) ( is poured) is passive voice.
3) centimeterS<------------
