相信你朋友不太清楚，where在這句裏是關係副詞(relative adverb)，而作為關係副詞的where，其意思可以是：
in which, to which, at which
而go這個動詞作為”去”之意，是不及物動詞，所以，我們必須說go to school，要有介詞(preposition)
所以，你的句子若要用which就必須說
There have been very few places in Hong Kong to which young people can go in their spare time.
當然where既有to which，所以用where就更好

個人覺得"where"比較好, 因為而家係講緊"places in Hong Kong", 係指地方, 而which" 係用於"邊一種/邊一類東西", 所以where比較貼切, 讀上去都順口d。
