Having a Green Card will help you to enter the United States but not for studying in public school.

Because in order to study in public school, you must have your proof of residency, aka proof of address. (Therefore, illegal immigrants can use the lease to prove it.)

As soon as you are under age of 18, then you can go to study in public school for free.

Green Card application must be by an adult. To make it simple, you must be able to establish relationship with the United States in order to be qualified.

BN(O) will have nothing to do in this case.
