"歷史可以重演", 似乎是用來表達過去發生過的現象, 現在或將來可再出現的, 卻不是用來指回到以前的時代. 而我覺得, 似乎說話者的意思是:
"如果真可以讓時光倒流, 你希望 (1. 自己 或 2. 人類整體) 可返回那一時間再開始呢?" ...

如果歷史可以重演 is something that will never happen, it is impossible. In English, we have to use past tense - could instead of can.
