In asia where most women are petite, the market for large size is limited. In north americaa however, where there are many large size women, there are many successful large size retailer. I think it's all come down to supply and demand.

When you go to buy a Shirt, one price for all size.
If you make a shirt, the cost is higher for larger size, because of more material, more labor cost. So, as a boss, what do you want ? Profit.
The small size one can generate more profit. As a boss, I will maximize my profit.
