Nowaday, the published minimum requirements of each job is useless. The real requirement is more difficult than the published requirement. Sometime, the published minimum requirement is Form 5 but the Govt department or company only consider the applicants who have Higher diploma or above.
The majority of the published minimum requirements is out-dated now and haven't updated over 10 years or more. Some Govt departments published the minimum requirement of senior position is Form 7 but the majority of successful applicants have relevant Master degree in reality. For example, the Hong Kong Housing Authority has advertised the position of property officer and write the minimum requirement is Form7 but the majority of successful applicants are still Master degree holders and the minority are good honour (First class or Second Upper Class) degree holders with good English qualification.
In private market, the situation is the same. Many companies advertised the position of property assistant and indicate that this position requires Form 5. However, a Form 5 graduate can only be a security guard in these companies. In reality, property assistant is usually a post-secondary graduate (High dip or degree) with some experience. This situation remains nearly 10 years.
