If we are not funneling money into their countries they can not continue to rule their countries with an iron grip. They would not be able to pay the military or people who carry out the dictators bidding by killing/intimidating/displacing people. Dictators keep the country they are ruling impoverished and uneducated so the people can not rise against them.
