Authorities are hoping to tighten laws to punish those whose acts or negligence lead to the death of a child.
A subcommittee under the Law Reform Commission is currently studying legal changes in England and Australia, where those who fail to prevent the death of a minor may face long prison terms.
However a forensic pathologist has warned that increases penalties will not solve the underlying social issues.
Following a string of child abuse cases in recent years, the subcommittee on causing or allowing the death of a child is studying changes to current laws to make it easier to prosecute those who have failed to save children from fatal injuries.
In England, the Domestic Violence, Crime and Victims Act 2004 allows the court to convict and imprison for up to 14 years those who should have known that a child was at risk of serious harm but failed to take steps to prevent it.
In South Australia, a new offence of "criminal neglect" was introduced in 2005 to cover cases in which children have died or been seriously harmed as a result of criminal act, with punishment of up to 15 years' imprisonment.
Subcommittee member Philip Beh Swan-lip, Forensic Pathologist at the Univercity of Hong Kong, said child abuse is such a complicated social and family problem that it cannot be resolved simply by a legal mechanism.
