Photoshop can read ".CR2" file through Adobe Camera Raw. A list of cameras supported can be viewed here.

You should be careful that Adobe Camera Raw doesn't support every version of Photoshop, ACR 5 only support CS4.
You can also try the Adobe DNG Converter, which can be downloaded freely at this page.

It will convert RAW files to ".DNG". DNG is supported by Adobe® Photoshop® CS4, Photoshop CS3, Photoshop CS2, Photoshop CS, Photoshop Elements 7.0, Photoshop Elements 6.0, Photoshop Elements 4.0, and Photoshop Elements 3.0 software, also many software from other company, like CorelDRAW Graphics Suite X4, Corel Paint Shop Pro Photo X2, Corel PhotoImpact X3, etc.

CorelDRAW is a "Vector illustration and page layout" software, so I'm not sure what you mean by CorelDRAW. Do you mean the CorelDRAW Graphics Suite, which included the Corel PHOTO-PAINT? If yes, a list of supported cameras can be found here.

Actually by converting your ".CR2" files to DNG, through the Adobe DNG Converter, much more software will be able to open your raw photos. By the way, DNG is also a raw format.
