Elk Grove is the suburban area of Sacramento, the state capital of California. About half an hour from Sacramento and 2 hours from San Francisco.
It is a primary residential city, which many residents work for the government because the State of California provide tons of opportunities in the area.

Almost for sure that your friend has to pick you up. Unlike most of the metropolitan cities, there is very limited transportation in Elk Grove, CA.
