如果把 to whom it may concern 寫成to whom may concern 文法上是不是錯了?

to whom it may concern是英文常用句語， 意思是:致:這可能涉及的人
to whom may concern雖然中譯(致可能涉及的人)勉強解得通，但漏了主詞it，在英文說法不通，文法也不妥，所以是錯的。
