What is zero base costing?

I am preparing the budget for manufacturing company, the cost is calculated based on weighted average. Anyone know what is zero base costing?

Zero base costing ignores all previous figures and requires the costing starts from nil. You need to justify all figures based on the expected needs and without reference to previous years figrues.
