Let original price of gas = P.Original consumption = C.
So original spending = PC.
New price = P (1 + 12.5%) = 1.125P.
New consumption = C ( 1 - 4%) = 0.96C.
So new spending = (1.125P)(0.96C) = 1.08PC.
So % change = ( 1.08PC - PC)/PC x 100 % = increase by 8%.
Beijing seems not the most populated city in the world.

=x(108%-1)/x
=8%
