English question, please help?

It is slightly awkward phrasing but it means something of great value in the world. Pre-eminent means something superior above all else.

"His writings achieved world pre-eminence."

It means world superiority. It's a proper expression though not used often.
Maybe you should have googled it.

preeminence means high status, or like a place of importance or the place of MOST importance in many cases. so world preeminence would mean what ever the article was talking about had a high status globally. it is neither common nor uncommon phrasing.

"Due to advances in technology, Western Europe rose to world preeminence in modern times."

The word preeminence spelled pr-eminent which means that the world most distinguished or superior. In other words the professor is the preeminent scholar of today's world.
