How can I make a site ?

there s no such free lunch. especially u wanna make a game in web, that means u need Adobe Flash to do a flash game.

basically, there a free web making software, but flash animation ve no substitution but Adobe Flash.

on the other hands, u need to learn basic HTML, which s the basic lanuage of WWW. besides, a flash game need javascript, another lanuage for doing flash games.

so, if u a the beginner, what i suggest is find someone to do it for u.
