There's actually a lot to write in this essay. Here's my suggestion:

Introduction: First, divide culture in different aspects, e.g. language, food, social behavior, education, leisure activities.. etc. Then talk about HK is a mix of cultures - it was a colony to UK for 100 years. UK was the main influence. You can talk briefly about when and why HK was taken over by UK. Then 11 yrs ago, China took over and it has been a great influence to HK in these years in many aspects of culture.

Body: talk about each aspect in separate paragraphs. Describe how UK and Chinese cultures both influenced on each aspects. also talk about difference between old times and now, what did people do when HK belonged to UK and what do people do now.

Conclusion: Basically repeat, of coz in different words and phrasing, what you said in the introduction.

MOST IMPORTANT THING: DO RESEARCH!!
