Conceptually think of a circular pizza with eight slices.
When you first take 1/4 of that pizza you end up with 2 slices. When you next take 1/2 of the 2 slices, you end up with one slice. That is 1/8 of th original pizza. That is 1/8 = 1/2 of 1/4 of the pizza.
When you first take 1/2 of that pizza you end up with 4 slices. When you next take 1/4 of the 4 slices you again end up with one slice. That again is 1/8 of
the pizza. That is 1/8 = 1/4 of 1/2 of the pizza.
Notice that 1 slice left from 8 means that we have multiplied 8 by 1/8 whether we used 1/2 then 1/4 or 1/4 then 1/2. So 1/4 then 1/2 is 1/8 and 1/2 then 1/4 is 1/8.
So, in this pizza example, you should be able to see why "of" in English means "multiplied by" or, if you prefer, "times" in mathematics.
The key here is to realize 1/4 of 1/2 means (1/4) times (1/2) and 1/2 of 1/4 means 1/2 times 1/4. Basically "of" always means "times". The (1/4) and (1/2) are from your problem, but this is true for any two numbers of which the first is a fraction. 1/2 of 4 = 2 = (1/2)*4

In multiplication the order of the two fractions, or a fraction and then another number, simply does not matter! Multiplication is order-independent (or commutative if you have been introduced to that concept).
