cannot type chinese !!!!!!!!!!!!!!!!!!!

now the computer cannot type the chinese
i hv miss the language bar on the right corner
even i right click and does not have language bar let me to select
show as the following pic ~

in addition at the control panel
when i click to appear the lauguage bar then click ok, in the right corner still not appear
how can i fix the problem
