In short, you cannot.

In windows, all characters are shown according to "Font type". To show different font types, you need to manually set it in a document that support different fonts, such as Microsoft Word, or Internet Explorer. Arrow, star square, triangle, etc might be find from the font Wingdings, Wingdings 2 and Wingdings 3. Others may be found from other self-installed fonts, but those fonts may not show on another computers until they are installed with those custom fonts.

That said, you are able to type a few special characters, though very limited.

Let's try it. Open Notepad, hold down [alt] and type 187. release the [alt]. you should see the character "»" which is not a keyboard standard key. This is an old book trick.

The number you type in can range from 1 to 255. Some characters are controlled character, say [Alt]-13 is linefeed, the first part of [Enter] of your keyboard. The second part is [Alt]-10.

For a detail map of character you can type, open "Character Mapper" in your windows under the menu "Start" "All programs" "Accessories" "System tools". Remember to convert the number in the tips box from Hexadecimal digit to Decimal digit.
