What does ”stretch thin” mean?

I was reading an article. It mentioned that "the company's accounting staff seems to be stretched thin.". What does this mean?

Compare the pool of staff to a lump of dough for pizza.
Compare their workload to a pizza form.

Imagine the original dough was meant for a 20-cm form.
And now the dough has been stretched thin to fit a form of 40 cm ...

Imagine:
Originally: 4 staff members, workload of 4.
And now: 2 staff members, but still workload of 4.

Manpower has been s-t-r-e-t-c-h-e-d thin.

That mean the company are understaff(ed). Or not enough staff for normal operation.
