i can only run my laptop in safe mode, because if i run it normally some most programs dont work, and its VERY slow... too slow to do anything.... can someone help me? is there anything i can do to try and fix this without paying to have it fixed? ive tried system restore that didnt work?

RTFM.Read your Laptop User Manual from cover to cover.
Then, follow the instructions to use the Recovery Disks provided (or burnable from the hard drive).

Google "msconfig" and learn to disable "startup" processes "with caution". (I leave only my antivirus enabled on the "startup" tab.)

That mean there is something in your system tray that may conflict with your OS. Your best bet is try to remember if there is any hardware or driver or program(s) you have installed before it was giving you problem. Then unistall those programs. You can also try selective start up by running MSCONFIG (Start --> Run)
