Are passengers covered by the No-Fault Insurance?

My father took a ride in his boss' car to work one day and their car was hit by another car. My father was sent to the local hospital (in Rhode Island). Now we received a letter from the hospital for my father's health/auto insurance information for hospital charges.
My father has Fidelis Care New York with Medicaid. I called up the Fidelis Care member service and was told that the medical charges should be taken care of by the No-fault insurance. I should obtain a form from the no-fault insurance then Fidelis Care will pay for the medical bill (something like that).

I am confused right now and not sure what to do.

Should my father's medical bill be paid by his boss, then his boss claim it back from the boss' auto insurance??

If it was his boss's personal vehicle than your father should file a claim against his auto policy. His boss should be able to provide you with the name of the insurance carrier, the policy number and the phone number with which to file the claim. The insurance company should then be able to take care of everything.
The only difference between No-Fault and the insurance in most other states with regards to your question is that with no fault the insurance for the vehicle that you are in is responsible as opposed to the at-fault driver's insurance.

His boss must have the PIP or medical coverage in his policy in order for your dad to use it. The medical coverage will cover up the limit for the driver and passengers in car if at fault. If not at fault, you have your dad claim medical expenses through the other persons insurance. it will be covered by the other parties bodily injury liability coverage portion.

No-Fault, also called Personal Injury Protection (PIP), is designed to pay promptly regardless of who might have been at fault or whether there was any negligence, for economic losses (meaning medical/health expenses, lost earnings, and certain other reasonable and necessary expenses related to injuries sustained), up to $50,000 per person ("basic No-Fault coverage"), to the driver and all passengers injured in your car as well as any pedestrians injured by your car, because of its use or operation in New York State.
