Solvent and solute, how are they mixed?

Why some solvents can only dissolve some solutes, and some solutes can only be dissolved by some solvents? Do their polars have anything to do with this? How about non-polar solvents and solutes? Do they exist? If so, how do they dissolve/ being dissolved? Thanks!!!!

1.polar molecules can only dissolve in polar solvent
2.non-polar molecules can only dissolve in non-polar solvent (e.g.H2O)
