A voltage can still be developed when the two ends of a single piece of metal are maintained at different temperatures (this is the thermoelectric effect). But when you are going to measure the voltage, you need to connect an electric wire ( a second metal) to the two ends of the first metal. This is why thermocouple usually appears in two different metals.

The temperature of ice water provides a convenient reference point for the cold junction of the thermocouple. First, ice water is easy to produce and is cheap. Second, the temperature of ice water (ice co-exist with water) is rather stable at zero degree Celsius, which gives a suitable reference point for the thermocouple to operate.
