Let speed of current = x , therefore speed of Jacob team = 5x.When going down stream, speed = x + 5x = 6x.
So time taken = 24/(6x) = 4/x.
When going upstream, speed = 5x - x = 4x.
So time taken to travel 16km = 16/(4x) = 4/x.
Since time is the same, that is
4/x = 4/x which is an identity, that means speed of current can be any value and speed of Jacob is 5 times this value. (You can verify with different value of x).
