I consider someone fluent in their 2nd language when they can speak it fast and quick and understand about 98% of what people say, I think that would be considered 'fluent'. Just put it this way, when you can pop out a foriegn language joke, speak their slang, their dialect, enough to ask and respond to any answers in or out of the house in public or in private, that's being fluent.

怎樣才算做 Fluent In English?
1) if english is your first language, no doubt, you are speaking fluent english.
2) if you have to translate (from your mother language) before you speak out without 貓紙 smoothly, your english is very good but not fluent. (like 陳方太)
3) if you have to prepare a pre-written paper (貓紙), and read out with HK & Cantonese mixed accent word by word, you are ok but far from fluent. (like Don Ts)
4) if you are HK born Chinese, unless you were grown from a 100% english speaking family. Otherwise, sorry Sir, you can be No. 2 the most.

Fluent in English = Speaking and listening just like ur mother tongue (ur 1st language). if u were born in HK, that is ur Cantonese. if u were born in UK, that is ur English.

when u are speaking and listening the English, u no need to think and translate to ur 1st language, that means Fluent.
