美 國 波 士 頓 聯 邦 儲 備 銀 行 總 裁 羅 森 格 倫 表 示 ， 信 貸 危 機 令 低 利 率 刺 激 新 經 濟 活 動 的 能 力 不 如 以 往 有 效 ， 估 計 失 業 率 短 期 繼 續 上 升 。
他 在 一 個 午 餐 會 上 指 出 ， 即 使 聯 儲 局 減 息 ， 不 少 企 業 和 消 費 者 仍 發 現 信 貸 渠 道 消 失 ， 信 貸 成 本 亦 增 加 。 他 估 計 美 國 經 濟 下 半 年 更 弱 ， 失 業 率 可 能 升 穿 6% 。

I think that the speech is saying the benefit of decrease interest rate is not as good as the expectation, but which doesn't mean increase interest rate. If increase interest rate will only cause corprates more difficult and expensive on borrowing, it is not the direction of solving economic problem. Increase interest rate is mostly used on limiting inflation.
